DSWD automates financial transactions

On July 8, 2019, the Department of Social Welfare and Development (DSWD) started automating its internal and external financial transactions through the Budget and Treasury Management System (BTMS) newly-developed by the Department of Budget and Management (DBM) for better and more efficient government financial management system.

BTMS is a representation of the government’s collective thrust in safeguarding public resources through standardizing and automating the budget utilization of every spending agency, providing for the sole means to obligate, disburse, and report all government expenditures.

In January 2019, DBM issued the Memorandum Circular on the guidelines for the adoption and use of BTMS for budget utilization.  DSWD is one of the first government agencies to have complied with the immediate integration of BTMS within its work systems.

DSWD Secretary Rolando Bautista recognizes the importance of this new reform to the Department.

“With BTMS now in place in the Department, I look forward to an easier monitoring of fund utilization and better implementation of programs and services, resulting in a more efficient fund disbursement.”

DBM Assistant Secretary Clarito Alejandro de Leon Magsino congratulated DSWD for taking the leap to use the BTMS, becoming the third spending agency to use the integrated financial management system.

“We hope to highlight the importance of this innovation to DSWD as it seeks to fulfill its mandate to develop,  administer, and implement comprehensive social welfare programs designed to uplift the living conditions and empower disadvantaged children, youth, women, older persons, persons with disabilities, families in crisis, and communities needing assistance,” Assistant Secretary Magsino stated.

Secretary Bautista urged all DSWD employees to take the new system as an opportunity to become better in providing public service through transparent and efficient transactions. -30-
