DSWD shares Listahanan database with BFAR
Featured, News January 30, 2020, 0 Comment 0The Department of Social Welfare and Development (DSWD) signed a Memorandum of Agreement (MOA) with the Bureau of Fisheries and Aquatic Resources (BFAR) sharing the results of the 2nd Nationwide Household Assessment or Listahanan 2 which will be used by BFAR in the provision of programs and services to poor fisherfolks.
BFAR will use the Listahanan database in assessing the names of fisherfolks registered in its Municipal Fisherfolk Registry System for program planning and prioritization, specifically, for its national fisheries program.
Representatives from the two agencies signed the MOA on December 16, 2019 at the BFAR office in Quezon City. DSWD was represented by Information and Communication Technology Management Service (ICTMS) Director and National Household Targeting Office (NHTO) Concurrent Head Andrew J. Ambubuyog, Director Justin Ceasar Anthony D. Batocabe, and OIC-Chief of the Operations Division Aljo Quintans; while BFAR was represented by OIC-Assistant Director for Administration and Services Atty. Demosthenes Escoto, Fisheries Information Management Center Chief Zaldy Perez, and Fisheries Planning and Economics Division Chief Ma. Abegail Albaladejo.
Listahanan, also known as the National Household Targeting System (NHTS) for Poverty Reduction (NHTS-PR), is an information management system that identifies who and where the poor are nationwide. It makes available to national government agencies (NGAs), local government units (LGUs), non-government organizations (NGOs), and other stakeholders, a database of poor households as basis in identifying potential beneficiaries of social protection programs and services. DSWD uses the database in targeting beneficiaries for its various programs and services, such as the Pantawid Pamilyang Pilipino Program, Social Pension for Indigent Senior Citizens, and Unconditional Cash Transfer Program.
Apart from BFAR, the Department of Agrarian Reform (DAR), National Food Authority (NFA), Philippine Health Insurance Corporation (PhilHealth), Philippine Carabao Center (PCC), Philippine Institute for Development Studies (PIDS), and the Department of Finance (DOF) also use the Listahanan 2 database. It is also being used in identifying the grantees of the Tertiary Education Subsidy (TES) under the Unified Student Financial Assistance System for Tertiary Education (UniFAST).
Listahanan 2, which was conducted in 2015, identified 5,251,194 households as poor out of the total 15,485,429 households assessed. DSWD is currently conducting the 3rd Household Assessment or Listahanan 3with a target of 16.1 million households nationwide.
Listahanan is led by the DSWD through the NHTO and its Field Offices. -30-
